RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2009-01185 COUNSEL: NONE HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: 1. He be awarded the Air Force Training Ribbon (AFTR). 2. He be awarded the Small Arms Expert Marksmanship Ribbon (SAEMR). 3. He be awarded the Vietnam Service Medal (VSM). _________________________________________________________________ APPLICANT CONTENDS THAT: He earned the AFTR and SAEMR while in basic training. He served in Thailand and believes he is entitled to a service medal related to his service in support of Vietnam of Southeast Asia. The applicant does not provide additional documentation in support of his request. His complete submission is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: The applicant served in the Regular Air Force for a period of 4 years and was progressively promoted to the grade effective and with a date of rank of 1 July 1973. He received an honorable discharge on 7 July 1975. _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIDR recommends denial. DPSIDR provides in their advisory the criterion for award of the AFTR, SAEMR, and VSM; however, based on the applicant’s record, the DPAPP advisory, and without official documentation they must recommend disapproval. The DPSIDR complete evaluation is at Exhibit C. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 24 July 2009 for review and comment within 30 days. As of this date, this office has received no response. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. After a thorough review of the available evidence and the applicant’s complete submission, we find no evidence, that his records should be corrected to show he was awarded the VSM, SAEMR or AFTR. As such, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error or injustice.
